安全生产和职业健康一体化监管评价体系研究

摘要：自从2011年《关于职业卫生监管部门职责分工的通知》明确将卫生部门履行的职业卫生监管职能调整为安监部门承担。2016年的《中央国务院关于推进安全生产领域改革发展意见》，要求进一步改革安全生产和职业病防治的现代监督管理制度，减少安全事故和职业病死亡数，提升我国安全生产水平，为了达到这个目标，构建一套安全生产和职业健康一体化监管的评价体系是十分重要的。通过对我国职业健康和安全生产监管考核方法现状的研究，结合现有的法律、法规，标准体系，确定了一体化监管的要素，并且构建了一体化监管的评价体系。结合安全生产标准化评分表和职业健康管理考核表的评分内容和各项分值，并且以检查表法为基础，提出了一体化监管的评价方法。结合我国实际国情，借鉴国外成功经验，筛选了评价指标，确定了评价程序。采用了AHP层次分析法确定了评价指标的权重。构建了一体化监管的评价系统。为实施一体化监管和评价一体化监管效果提供了可参考的方法。81031

The study of safety production and occupational health integrated supervision assessment system

Abstract In order to respond to The Opinions of Promoting the Reformation in Safety Production Field Released by the Central Committee of CPC and State Council, improve modern supervision and management system concerning safety production and occupational disease prevention and control, decrease safety accidents and occupational disease death toll and improve domestic safety level, it is of great significance to build a set of safety production and occupational health integrated supervision assessment system。 Throughout the studies on domestic occupational health and safety production supervision and examination approach conditions, this thesis attempts to build the integrated supervision framework to determine assessment supervision elements in combination with existing laws, regulations and standard systems。 Based on safety production standard score sheet and occupational health management sheet scores and safety checklist, this thesis puts forward the integrated supervision assessment approach。 In line with practical domestic conditions, this thesis learns successful experience in foreign countries, screens assessment indicators and determines assessment program。 The AHP approach is adopted to figure out the weight of assessment indicators。 By constructing the integrated supervision assessment system, this thesis raises a new approach for formal integrated supervision assessment system in the future。
