摘要：社会救助制度在社保体系中充当着重要角色，与广大居民息息相关。尤其是近些 年来，社会救助制度实现了较快发展，在救急救难这一块发挥了无可替代的的作用。然而， 由于社会环境和形势的不断变化，当前的社会救助制度正面临新的困境，已难以应付新出 现的问题。就此，本文对社会救助制度的现状、成因进行剖析，提出应对策略，探讨建立 健全危机型社会救助制度，以实现制度的可持续发展。 关键词：积极主动；职能；监督；可持续73473

The Research on the Governance Path of the Crisis Oriented Oocial Relief in China

Abstract：Social assistance system in the social security system plays an important role, with the majority of residents are closely related。 Especially in recent years, the social assistance system realized rapid development, emergency rescue this piece has played an irreplaceable role in。

However, due to the continuous change of social environment and situation, the current social assistance system facing new difficulties, has been difficult to deal with the new problems。 At this point, in this paper, the present situation of the social assistance system, to analyze the causes proposed coping strategies, to explore the establishment of a sound system of social relief of crisis, to implement the system of sustainable development。

一、问题的提出
