摘要随着工业化的发展和全球化程度的日益加深，公共事务专业性的日益增强和多种社会治理力量的崛起使得政府的治理能力下降；公民参与呼声的日渐高涨也使得往日参与式的行政模式显得力不从心；公共事务的专业化和公民参与呼声形成的矛盾也使得政府陷入尴尬的境地。因此，政府必须超越传统的思文定势，联合新兴的社会治理力量，对摆脱目前公共行政的困境，提升政府的公共治理能力，文持社会的健康发展。社区协商民主是一种行之有效的改革策略。 本文以协商民主为方法论指导，以合作治理理论为支持，对福建省龙岩市北龙社区的社区协商民主案例进行剖析研究。通过分析我们发现，由于居民对社区公共事务治理的片面认识和信息反馈不畅等问题导致居民在社区协商民主运行中参与度不高，导致协商效果不佳。我们认为，要突破这一困境，必须以提高居民参与度为中心，努力排除阻碍居民参与社区公共事务治理的障碍，促进社区协商民主制度发挥效用。 32281

Title A Study on Community Deliberative Democracy by Cooperative Governance Theory —— Take Beilong Community in Fujian Province for Instance
Abstract With the development of industrialization and the deepening of globalization, our society is undergoing profound changes. The enhancement of professional on public affair and the growth of variety of social power cause the government management ability decline. The rising of calls for citizen participation makes the participatory administrative mode in the past powerless. The contradictions between the professionalization on public affairs and the rising of calls for citizen participation push the government into an awkward condition. Thus, it is important for government to get rid of the current dilemma of public administration, enhance the public governance ability of the government, and maintain the healthy development of society thinking out of the box and combination with social governance power. The paper studied on the case of community consultation democracy in Fujian Province，Beilong community， which based on the cooperative governance theory. Through the analysis, we found that due to many poor problems, the residents in the operation of deliberative democracy in community participation is not high. It may lead to a poor effect of negotiation. We believe that make raising the residents' participation as the center, exclusion of hindering the residents in community public affairs governance obstacles and promote community consultation democracy function is a good way to break this predicament.
