摘要自的十七届三中全会召开以来，农村资源资本化政策体系得以确立，这促使农村农用地资本化在我国的发展进程加快。本文介绍了我国农村农用地资本化发展的现状，对其运作过程中的政策、方式及其产生的问题进行了分析。并以东海县为例，通过政策、问题与原因及其对策等方面对农村农用地资本化区域发展中的实际情况进行了分析。最后对政府提出了政策方面的对策与建议，希望能够给政府的相关政策的制定提供参考，并对以后的农村农用地资本化发展有所帮助。49998

Study on the Capitalization of Rural Agricultural Land  and its Policy

Abstract

Since the Party's the third Plenary Session of the 17th CPC Central Committee, the policy system of rural resource capitalization has been established, which promoted the agricultural land capitalization in China to accelerate its development process.This paper introduces the current situation of the agricultural land capitalization in rural areas in china. The paper analyzes the operation process of the policy, the way and its problems. And taking Donghai County as an example, the paper analyzes the actual situation of the development of rural agricultural land capitalization region through the policy, the problem, the reason and the countermeasure. Finally, there are some measures and suggestions of the policy to the government in the paper, hoping to provide a reference for the development of relevant policies of the government, which will be helpful to the development of agricultural land in the future.
