摘要：目的：为了了解上海市大学生医疗保险的实际报销比例，并通过与政策和其他省市的比较来评价上海市的报销水平，为相关政策的完善提供建议。方法：在政府官网搜索相关政策、在知网搜索相关文献了解大学生医疗保险的政策现状，同时通过问卷调查上海市大学生医疗保险实际报销比例作为实证分析资料，分析现如今大学生对于城镇医疗保险的使用状况，以及在实际生活中享受的报销比例。结果：上海市大学生实际医疗保险报销比例远低于政策的实际规定并找出存在不足的原因。结论：根据大学生医疗保险报销比例存在的不足以及现实情况，参考了国外其他国家的政策提出了提高保费，提高报销比例，降低起付线等建议与建议。70155
