摘要:随着城市化进程的加快，由于农村青壮年到城市务工，因而许多农村家庭出现了“空巢”现象，当日益加剧的老龄化遇到空巢现象，农村空巢老人的养老问题就凸显出来了。本文通过对农村空巢老人社会养老问题的研究分析，提出了相应的对策：一是继续提倡以家庭养老为主的社会养老方式。二是加快发展农村社会养老保险。其中，要在积极稳妥推进农村社会养老保险的基础上，另外将部分确有困难的“空巢家庭”老人纳入农村“低保”范围或者由政府和村委集体给予一定的补贴。三是完善农村医疗保障制度。四是加快社区养老的建设，为空巢老人提供更好的养老服务。其中包括在社区招募志愿者，成立关于空巢老人的照顾小组；建立更加完善的老年人活动场所和设备；定期为老年人组织开展活动。9487

Study on the social pension problem of the rural empty nester
——Taking Qingpu District of Shanghai as an example
Abstract: With the process of the city to accelerate, because the rural young workers go to the city to work, many rural families to the emergence of the "empty nest" phenomenon, aging the widening met empty nest phenomenon, the problem of supporting rural empty nester is highlighted. In this paper, through the analysis and research on the social pension problems of the rural empty nester, summarizes the corresponding countermeasures: First, continue to promote the family pension based social pension. The second is to accelerate the development of rural social endowment insurance. Actively and steadily push forward the rural social endowment insurance, in addition some really difficult "empty nesters" the old man into the rural subsistence allowances range or give a certain amount of subsidy by the government and village committee. The third is to improve the rural medical security system. Fourth, accelerate the construction of community care, and provide better pension services for empty nesters. Including recruiting volunteers in the community, the establishment of empty nesters care team; establish a more perfect activities for the elderly and equipment; activities for the elderly organizations on a regular basis.
