摘要村民自治于20世纪80年代开始实行在中国各地农村，为维护社会稳定，促进农村经济的发展，推进农村的政治建设起到了积极的作用。但是，西藏的村民自治起步比内地晚，虽然经过了约20年的探索与发展，取得了很大的成就，但是在实行过程中也存在着很多问题。因此，研究西藏的村民自治，可以比较清楚地了解到村民自治在西藏的具体情况、有利于推广农牧区经济和社会的发展。本论文在对学术界对村民自治研究的各种资料进行分析和整理，通过对村民自治的深刻认识，收集巴热村村民自治的有关资料，进行整理、分析，在此基础上，对村民自治在实行过程中存在的问题，提出了政策性的建议和意见。86802
