摘要环境问题一直是关注度极高且亟待解决的问题，而环境问责机制的研究可以一定程度上给处理环境问题提供途径。当前我国环境问责机制还存在不足之处，

在梳理环境问责机制相关理论的基础上，将目光对准现阶段环境问责机制的实际应用，旨在发现环境问责机制存在的问题，其中包括法律体系不完善、问责主体范围过窄、问责客体模糊以及问责程序和方式不健全，并针对立法、问责主体、问责客体、问责范围、问责程序和方式等方面所存在的缺失之处提出了相关建议。本文基于启东王子事件这一案例，探讨如何构建一个完整高效的环境问责机制，在理论上对我国环境问责机制有一个整体的了解。86809

Research on the Improvement of Government Environmental Accountability Mechanism—Taking Prince of Qidong incident

as an Example

Abstract Environmental problem has been a very high degree of concern and urgent problem, and the research of environmental accountability mechanism can provide a way to deal with environmental issues to a certain extent。 At present, there are still deficiencies in government environmental accountability mechanism, on the basis of reviewing the relevant theories of environmental accountability, to gaze at the practical application of environmental accountability mechanism at the present stage, to aim to find out the problems of the environmental accountability mechanism, including the imperfect legal system, the narrow scope of the subject of accountability, the fuzzy object of accountability and unsound accountability procedures and methods, to put forward relevant suggestions on deficiency of legislation, the subject of accountability, the object of accountability, the scope of accountability, the procedures and methods of accountability。 This paper based on the case of the prince of Qidong incident, discussion on how to construct a complete and efficient environmental accountability mechanism, to have a whole understanding of environmental accountability mechanism in theory。
