摘要烟毒问题是近代中国严重的社会问题之一。禁烟禁毒，备受中国历届政府高度关注，由此也引发了一系列禁烟禁毒运动。本文试图从云南地区开展的禁烟运动着手，将云南地区对国民政府六年禁政推行状况进行概括，通过对其在禁政推行过程中采取的一系列推行办法和取得的禁烟成效进行分析，思考地方政府对于禁政推行所需具备的条件、环境和办法；探讨国民政府“两年禁毒、六年禁烟”政策从制定到运行的各个主要层面，包括国际方面对该政策的态度和影响，中央政府的决策初衷和政策制定，以及政策在地方的具体执行情况、效果。最后，采用利益博弈理论对禁政进行分析，重点探讨解决毒品泛滥恶习乃至某一社会问题，在中央政府和地方政府层面，政策制定和执行上所需具备的条件、环境和办法。68281

Title  The Interest Game Analysis of "Two Years Baning Drugs,  Six Years Baning Opium" Policy by Nanjing National Government-Taking Yunnan Area as Example                         

Abstract

The drug problem has been a serious social problem of modern China. Banning on opium-smoking and trading is highly concerned by past Chinese governments, and led to a series of banning opium-smoking movements. This article tries to start from the banning-drug movements in Yunnan province, aiming to conclude the Yunnan's 6-year policy undertaking efficiency, analyze the series of achievements gained during the 6-year policy, rethink the necessary conditions, environments and measures local governments needed to undertake the policy; discuss the different main levels of Nanjing National governments' policy forming including the altitudes and effects international society reflected, the main purpose and policy making of central government, and the specific execution efficiency in local areas. Finally, this article analyze the policy using the interest game theory, aiming to discuss the necessary resources, environment and measures central government/local government needed in solving the drug-abuse problem, or in a larger scale, a specific social problem.
