摘要随着招投标制度的实施,承包商拥有了一个公平参与竞争的平台。在工程量清单计价模式下,投标报价呈现出市场价格自由竞争的趋势,使得投标报价更具竞争性。很多施工企业在投标时,缺乏科学分析,凭借经验进行报价,忽视投标策略和技巧的运用,这样容易造成投标决策的失误,不仅不能为企业带来利润,更会对企业的生存和发展产生不利影响。50132
本文主要研究了国内外的投标报价理论,总结了工程量清单计价模式下投标报价的编制过程、归纳了几种常见的投标报价策略及其应用的原则,结合工程案例介绍了投标报价的编制方法,分析该项目在投标报价编制时采用的报价策略。
施工企业在投标报价过程中应当重视投标决策分析,为报价做好信息搜集等准备工作,建立企业定额库,完善投标管理体系,选用合适的投标报价决策模型与策略,这将对企业提升报价水平,提高中标率有着至关重要的作用,同时使得企业能在日益激烈的竞争中健康持久发展。

Abstract With the implementation of the bidding system,the contractor have a platform of fair competition.In the bill of quantities mode,tender offer showed a trend of the market price of free competition ,make the bid more competition.In the tender,many construction enterprises lack scientific analysis,quote by virtue of experience,and ignore using bidding strategies and skills.It so easily leads to errors in the tender decision-making,and then not only can not bring profits for the enterprises,but also the survival and development will have an adverse affected.
This paper mainly studies the bidding theory at home and abroad,summed up the tender offer preparation process on the bill of quantities mode,summarizes several common bidding strategy and the principle of its application,describes the compilation method of bidding by combining with engineering cases,and analysis the bidding strategies adopted in the project when bidding preparation.
Construction enterprises should pay attention to bidding decision analysis in the bidding process,collect information and get ready for bidding,set up enterprises quota database,prefect bidding management system,select the appropriate bidding decision model and strategy,which will have avital role to enhance the level of bidding for enterprises and improve the success rate,also make the enterprises can healthy and sustainable development in the increasingly fierce competition.
