According to statistics in Table 1。3, the fraction of firefighters whose military service time within four years is relatively large, close to 65 percent。 This is the fundamental reason of lacking professional training, lacking practical experience in firefighting and rescue, risk identification and assessment, sufficient control ability and emergency rescue ability at the scene of disaster。

In contrast, to the United Kingdom, the United States and some developed countries, their firefighting power has basically composed of professionals。 Britain, as the leader of the EU economy, has a set of relatively scientific and perfect systems in fire legislation, fire control system, fire education, disaster accident disposal and environmental protection, firefighting command, dangerous goods transportation and firefighting equipment。(马涛, 2010) There are many professional fire academies in UK, where new firefighters or local fire officials are required to be trained at the college level。 British firefighting work is an autonomous system。 It is the local not the state that set up a special fire management agencies。 Community firefighting education is organized by the local fire management agencies, which is based on local needs and the actual situation。 The form and content are determined by local conditions and vary from person to person。(揭友坚, 2005)

It is because of these differences that make me want to learn the reasons why our country and the British firefighting system develop along a very different path。 The steam fire engine played an important role。 It is because of the history from manual extinguishing system to the steam fire engine to the internal combustion engine-driven fire engines that make the United Kingdom and China develop different emergency response systems。

1。2 Current status

In order to learn something about the law behind the development and occurrence of fires, the reasons why there was a difference between China and the United Kingdom or some other countries in the emergency culture。 In the study of firefighting history, I found that the development of steamer pump played an important role in the firefighting emergency system, so I chose the steamer pump as the entry point to carry out the study of the paper。 I inquired about the impact that the climate do to the occurrence and the development of fires, as well as steam powered fire engines' development history in both UK and China。

1。2。1 Domestic Research Status

Qian et al。 (钱妙芬,杜远林,牟克林。, 2008)analyzed the number of fire and meteorological factors in Chengdu from 1950 to 1996, and found that the annual average temperature and relative humidity had the highest impact on the fire。 Huang et al。 (黄韬,柳国忠, 2008) established an autoregressive model of the number of fire and the main meteorological factors in Beijing, the results show that the meteorological factors are closely related to the occurrence of fire, and the precipitation, relative humidity and temperature have a significant effect on the fire quantity, while the wind speed has little effect。 Chen et al。 (陈青云,陈正洪, 1997) analyzed the daily fire data in Wuhan from 1980 to 1991, it is found that the incidence of fire is negatively correlated with the relative humidity of air, which is positively correlated with temperature difference between day and night , continuous drought days and maximum wind speed。 Li et al。 (李苡茹,刘兴康, 1990)analyzed the number of fires in Hechi area and found that there was a negative correlation with rainfall days, precipitation and monthly average relative humidity。 The number of fires increased significantly after continuous drought without rain。 Yin et al。 (尹承美,黎明,张训途, 2005)used the data of fire in Jinan from 2000 to 2004 and found that the wind, drizzle and air drying were the important meteorological and environmental conditions for the occurrence and the spread of fire。 The number of fire was positively correlated with the number of windy days, and negatively correlated with the relative humidity。  蒸汽泵浦在消防历史的地位和影响(5):http://www.youerw.com/yingyu/lunwen_85806.html
