摘要随着微博、微信、客户端等电子社交媒介的不断涌现，政府部门开始利用各种技术平台创新服务模式、提升服务质量，而在这其中最亮眼的是政府部门开始熟练使用微博这个第三方技术平台来提供服务。微博凭借其即时、可交互等先天优势，帮助政府部门不断创新服务模式和手段，进一步提升其办事领域和效率，被官方认证为具有优质服务功能的有效电子政务模式。本论文旨在通过介绍政务微博的内涵、发展近况和引入“上海发布”这一政务微博发展实例，达到对政务微博优势和发展出路的全景式展现，同时通过分析角色定位理论、服务型政府的内涵和建设要求，来说明在构建服务型政府的社会环境和现实要求下，政务微博所需扮演的各种角色及它们所具有的不可替代性、创新性和重要性。最后，通过分析阐述政府在利用政务微博加强服务型建设的过程中可能存在的积极作用和消极影响，以及如何趋利避害的利用优势和避免劣势，达到对于政务微博发展方向的深入研究，并对政务微博如何长久保持服务优质、运营良好的状态提出建议。87598

Title      The role and the effect that government affairs microblog played in the construction of service-oriented government 

Abstract With microblog,wechat,client and other electronic social media continuing to emerge, the government began to use one and another technology platform to innovative service model, improve service quality, and in which the government began to skillfully use the third-party microblog technology platform to provide services that can be described as dazzling performance, with its timely, interactive ,openness and other natural advantages, microblog continuously helping government departments in public administration to improve the  service models and tools, expanding its services areas and improve the efficiency of  service, it was also officially certified as a good form for government to build a service-oriented  government。 This paper aims to introduce the concepts  of the government affairs microblog, and the examples of government affairs microblog "Shanghai Post" , showing the advantages and the prospect of the government affairs microblog , by analyzing the meaning and the construction requirements of the service-oriented government , the role theory and the various roles that government should play to build a service-oriented government , showing that in constructing the social environment and the practical requirements of a service-oriented government, various roles that government affairs microblog playing are irreplaceable , innovation and importance。 Finally, by analying and discussing the positive and negative effects that may exist in the use of government affairs microblog, and how to take advantage of advantages and avoiding disadvantages, achieving  in-depth studies of the government affairs microblog, and giving some suggestions on the healthy and sustainable development of government affairs microblog。
