摘     要:在宏观分析城乡居民基本养老保险投入机制的基础上，结合淮安市城乡居民基本

养老保险投入的统计数据以及居民的问卷调查数据进行具体分析，揭示城乡居民基本养老 保险投入机制构成要素以及投入机制内部关系。研究发现淮安市城乡居民基本养老保险投 入总量逐年增加，基础养老金待遇不断提高，基金保持较高受益率。淮安市城乡居民基本 养老保险投入机制也存在着投入动力缺乏可持续性、投入决策机制不健全、投入运作机制 不完善、投入补偿标准低、投入监督机制不完善等问题。因此，提出建立多元投入机制、 畅通参保居民参与决策渠道、探索高效基金管理模式、建立长效补贴增长机制、畅通居民 监督渠道的政策建议。85587

Abstract: This paper analysed urban and rural residents investment mechanism from macroscopic view in the first。 Then, combined with Huaian City, the study used statistical data and questionnaire data among Huaian citizens to make a concrete analysis。 Finally, the study illustrated the constituent elements and internal relations of the investment mechanism。 The study found that the total amount of investment in basic old-age insurance for urban and rural residents increased year by year in Huaian, the basic pension treatment continued to increase and the fund maintained high-yield。 Meanwhile, urban and rural residents investment mechanism existed some problems: the lack of sustainability into power mechanism, the faultiness of decision-making mechanism, the low standard of compensation, the deficiencies of supervision mechanism。 Therefore, it was suggested that we should establish a multiple input mechanism, expedite the participation of insured residents in decision-making channels, explore efficient fund management models, establish a long-term subsidy growth mechanism and open the channels for residents’ supervision。
